Victorian Skilled Work Regional (Provisional) visa (subclass 491)

The Skilled Work Regional (Provisional) visa (subclass 491) offers a pathway for both offshore and onshore applicants to live and work in regional Victoria. Recent graduates from Victorian educational institutions holding a Student (subclass 500) or Temporary Graduate (subclass 485) visa are eligible to apply for nomination.

Offshore Applicants

  • Eligibility: If you are living overseas, you can apply for the subclass 491 nomination. Once granted, you will need to relocate to regional Victoria.​

  • Visa Conditions: You and any dependents must live, work, and study in a designated regional area.

  • Employment: There is no requirement to claim earnings in your Registration of Interest (ROI). Priority occupations include health, education, and social services.

Onshore Recent Victorian Graduates

Recent graduates from Victorian educational institutions who hold a Student (subclass 500) or Temporary Graduate (subclass 485) visa are also eligible to apply.

  • Residence: You can live in Melbourne or regional Victoria while applying, but must relocate to regional Victoria if granted the visa.

  • Employment Exemption: Recent graduates are exempt from the regional employment requirement. If not employed or working in non-skilled roles, enter “0” for estimated earnings in your ROI. Those in skilled employment can report their earnings.

Other Onshore Applicants
For those on other visa types, the following conditions apply:

  • Residence: You must live in designated regional areas of Victoria. Some outer suburbs of Melbourne, like the Mornington Peninsula and Geelong, qualify as regional.

  • Employment: You must work in skilled employment for an employer physically located in regional Victoria. Virtual offices do not count. You need to estimate your annual earnings in your ROI based on skilled employment.

Commitment and Registration

  • Commitment: You must demonstrate a commitment to living and working in regional Victoria. State nomination cannot be transferred between states.

  • ROI Submission: To be considered for nomination, you must submit a Registration of Interest. Selection does not guarantee an invitation to apply.

Additional Requirements

  • Age: Must be under 45 years at the time of nomination.

  • English Language: You need at least Competent English, with your test remaining valid for at least 12 weeks at the time of application.

  • Skills Assessment: A valid skills assessment in an eligible occupation is required.

  • SkillSelect EOI Points: A minimum of 65 points on the points test is necessary, including 15 points for state nomination.
