Generally, you can be eligible and satisfy the criteria for State and Regional Sponsor via Study stream, Work Stream, and Family Sponsor.
Each state has different criteria and Eligibility for Study Stream and Work Stream.

As of this point, it is advisable that if you are looking to apply for PR (Permanent Residency) in the future, you can try to attain as much Point as possible for your PR. For example, doing the Professional Year Program, CCL, etc.

You can also consider the Regional Migration option. You only need 65 points to be eligible to apply for State/Regional Migration considering you have met State/Region specific criteria defined by individual states.

Eligibility
Your sponsor must be:
• 18 years old or older
• usually resident in a designated area of Australia
• be an Australian citizen, an Australian permanent resident, or an eligible New Zealand citizen
• be your or your partner's eligible relative
An eligible relative can be
a parent
a child or step-child
a brother, sister, adoptive brother, adoptive sister, step-brother or step-sister
an aunt, uncle, adoptive aunt, adoptive uncle, step-aunt, or step-uncle
a nephew, niece, adoptive nephew, adoptive niece, step-nephew, or step-niece
a grandparent, or
a first cousin
